Dusting Concrete is a result from finishing the concrete too early, or from excess moisture at the critical time.
Dusting concrete can be treated in a number of ways.

Densifiers

A densifier is a product that will inhibit the dusting of new or old concrete. Densifiers are generally based on sodium sillicate and other propriety admixtures.
A densifying product is generally placed by a soft haired broom or squeegee in several applications over the affected area and dries clear.
